Disappointing chrono

It seems all .25acp factory ammo is underpowered (see chrono tests on other brands). This 50gr S&B is typical, especially disappointing for European ammo:
From a Baby Browning 2" bbl:
n= 21 rds, 737--670 fps, Avg= 697, sd= 19.
In other words, there is about a 50/50 chance any shot will be UNDER 700 fps. Ammo lots vary, as do individual guns.
Note to reloaders: flash hole in this brass is too small for the decapping pin in Lee die: BRASS CANNOT BE RELOADED.
