Disappointing chrono

It seems all .25acp factory ammo is underpowered (see chrono tests on other brands). This 50gr Rem is typical:
From a Baby Browning 2" bbl:
n= 19 rds, 742--702 fps, Avg= 719, sd= 12.
From a different Lot of ammo:
n= 15, 721--685 fps, Avg= 705, sd= 10.
SDs are good for factory ammo, but averages still pretty dismal; a lot of shots will be under 700 fps, and very little chance of 750 or more. Notice how ammo lots vary; so do individual guns.
